Important Updates for Schools

Please note these important updates relate to Local Authority process regarding school attendance; 

1. Essex Code of Conduct for Penalty Notices

The Essex Code of Conduct for Penalty Notices was been reviewed by the steering group, and some changes were made, based on recommendations by schools.  One of the key changes (see bold print below) will come into effect as from 1st October 2017 and we advise schools to share this information with parents/carers of their pupils so that they are fully informed about the Essex Code of Conduct for penalty notices:
 
·         A penalty notice may be issued if 10 unauthorised absences have occurred during a 10 week period (instead of the current 6 week period)
·         A penalty notice may be issued if there are 6 or more unauthorised sessions (3 days) due to a holiday taken during the first two weeks of September
 
Please ensure these changes are reflected in your school policy and literature.   
 
Additional note:  Whilst it has always been possible to issue Penalty Notices for unauthorised lates (U code), providing the criteria within the code of conduct was met, as from November 2017 the code of conduct has been revised to clearly state that ' Penalty notices may be issued where there has been at least 10 sessions of unauthorised absence during the previous ten school weeks. This includes unauthorised late arrivals, coded U, which count as unauthorised absence for the whole session.' 
 
 
 2. Case updates/closure notifications
 
Please note that, with immediate effect, the Attendance Compliance Team will no longer notify schools/academies where parents/carers make a full payment against a penalty notice which has been issued for irregular school attendance or unauthorised leave during term-time.
 
Contact will be made with schools/academies where a parent/carer fails to pay their fine and where the local authority is seeking to progress the matter to prosecution under section 444 (1) or section 444 (1A) Education Act 1996.

Attendance Matters Plus Workshops - Summer Term 2018

​Please note that the dates/venues for the next round of workshops are as follows:

MID – Essex County Cricket Club (CM2 0PG) – 5th June 2018
SOUTH – Wickford Collaborative Learning Centre (SS12 0LZ) – 7th June 2018
NORTH EAST – Princes Theatre, Clacton – 11th June 2018
WEST – Harlow Town Football Club (CM19 5BE) – 13th June 2018
All workshops will run from 1.00pm – 4.00pm

Attendance Leaders and Attendance Officers will find these events of direct use in their roles and we look forward to welcoming colleagues to these events later this term.
